According to Mr Garba Shehu, the president’s
senior special assistant on media and publicity, President Buhari has
dispatched an official notice to the National Assembly informing both the Senate
and the House of Representatives of his intention to proceed on vacation.
The transmission of the letter to the National
Assembly is in compliance with provisions of the 1999 Nigerian constitution.
Vice-President Yemi Osinbajo will act in the place
of President Buhari during the course of the president’s vacation.
It will be recalled that in 2010, the inability of
former President Umar Musa Yar’adua to write a letter to the National Assembly
to enable then vice-president Goodluck Jonathan act in his stead, opened the
doors for a prolonged constitutional crisis when Yar’adua failed to return the
country for many months. The senate consequently invoked a ‘doctrine of
necessity’ to pass a special resolution making Jonathan acting President
without the official delegation of power by Yar’adua.
As of the moment, the Presidency has made no
comments about Buhari’s health.
